Position Overview
A highly progressive financial technology environment in Dubai is seeking an accomplished Executive Director – Fintech Risk & Digital Financial Governance to lead enterprise-wide financial risk strategy, regulatory governance, operational control frameworks, and digital financial oversight across advanced payment systems, customer financial platforms, and next-generation banking operations.
This role is built for a senior fintech executive who understands how to balance aggressive innovation with strong financial discipline, governance integrity, and enterprise resilience. The successful candidate will oversee risk architecture across transaction systems, treasury controls, payment operations, customer financial services, and strategic compliance alignment across GCC markets.

Key Responsibilities
- Lead enterprise-wide risk governance strategy across payments, treasury operations, customer financial services, and digital banking channels
- Build and strengthen operational control frameworks for transaction monitoring, settlement integrity, and reconciliation excellence
- Oversee financial risk management across payment flows, merchant services, liquidity exposure, and financial reporting
- Ensure compliance with regulatory frameworks and internal governance expectations across all financial operations
- Partner with compliance, finance, product, and executive leadership teams for enterprise-wide control alignment
- Drive fraud prevention strategy, transaction monitoring optimization, and financial intelligence reporting
- Strengthen audit readiness, internal controls, and financial transparency standards
- Develop executive reporting frameworks for board-level governance visibility and strategic decision-making
- Improve operational resilience planning, incident management, and business continuity protocols
- Evaluate strategic risks associated with new fintech product launches and market expansion initiatives
- Build leadership capability across governance, risk, and financial control teams
- Support investor confidence through strong financial governance and enterprise control maturity
Required Qualifications
- Bachelor’s degree in Finance, Accounting, Risk Management, Economics, or related discipline
- Professional certifications such as CPA, CFA, FRM, ACCA, or equivalent strongly preferred
- Minimum 10+ years of senior leadership experience in fintech, banking risk, financial governance, or regulatory finance
- Strong expertise in financial controls, payment risk, and enterprise governance frameworks
- Deep understanding of UAE financial regulations and digital finance ecosystems
- Proven experience leading governance transformation across regulated financial environments
- Strong executive leadership and stakeholder management capability
- Exceptional analytical, strategic, and decision-making expertise
