Executive Role Overview
A high-velocity financial technology platform in Dubai is appointing an exceptional Executive Director – Intelligent Payment Networks & Financial Infrastructure Strategy to lead the design, orchestration, and continuous evolution of a regionally dominant payment ecosystem.
This role goes far beyond traditional payments leadership. It is centered on constructing a deeply interconnected financial infrastructure where payment networks, merchant ecosystems, digital wallets, treasury systems, and cross-border financial corridors operate as a single intelligent organism—self-optimizing, resilient, and commercially adaptive.
You will be entrusted with building a multi-rail payment architecture that seamlessly integrates card schemes, instant payment networks, account-to-account transfers, virtual IBAN structures, and emerging programmable finance layers. The objective is to create a platform capable of processing millions of transactions daily while maintaining exceptional reliability, regulatory compliance, and customer-centric innovation.
Strategic Responsibilities
- Architect and scale next-generation payment networks supporting real-time processing, multi-currency transactions, and cross-border settlements
- Design orchestration layers that intelligently route transactions based on cost, latency, risk, and success probability
- Lead modernization of financial infrastructure through API-first architecture, microservices, and cloud-native deployment models
- Oversee integration with acquiring banks, card networks, SWIFT systems, instant payment rails, and alternative payment methods
- Establish governance frameworks across transaction security, fraud prevention, system resilience, and financial data protection
- Collaborate with regulatory bodies to ensure infrastructure aligns with UAE financial compliance standards and operational expectations
- Build scalable merchant ecosystems enabling embedded finance, payment acceptance, and value-added financial services
- Drive performance optimization across transaction throughput, uptime, settlement efficiency, and operational cost structures
- Mentor senior engineering and product leaders, setting architectural standards and long-term technology vision
- Evaluate emerging innovations including AI-led payment routing, digital asset settlement layers, and programmable finance infrastructure
Required Qualifications
- Bachelor’s or Master’s degree in Computer Science, Financial Technology, Engineering, or related discipline
- 10+ years of senior leadership experience in fintech, payments infrastructure, or banking technology
- Deep expertise in payment systems, transaction processing, and financial platform engineering
- Strong knowledge of cloud infrastructure (AWS, Azure, GCP), distributed systems, and API ecosystems
- Experience with Kubernetes, event-driven architecture, and high-availability systems
- Strong understanding of PCI DSS, AML frameworks, and financial regulatory compliance
- Proven ability to lead large-scale transformation initiatives within financial services
- GCC fintech ecosystem experience strongly preferred
