Role Overview:
The Chief Digital Payments & Fintech Infrastructure Strategist will architect and scale next-generation digital payment ecosystems that redefine how financial institutions, digital wallets, and merchants interact across the Sultanate of Oman and the GCC. The role demands an elite technocrat capable of synchronizing payments modernization, regulatory compliance automation, and open-banking orchestration into a unified cross-border financial architecture.
This position focuses on translating complex fintech ecosystems into seamless, API-driven infrastructures, embedding interoperability, and designing digital trust frameworks that enable real-time value transfer while ensuring security and systemic stability.
Key Responsibilities:

Lead multi-year strategies for digital payments transformation, including QR-based payments, instant settlements, and tokenized remittance systems.

Architect an interoperable fintech infrastructure leveraging ISO 20022, blockchain ledgers, and AI-based fraud analytics.

Develop a national-scale payment innovation blueprint aligned with Oman’s digital finance expansion agenda.

Build collaborative interfaces between regulators, fintech innovators, and banking institutions to accelerate open-API adoption.

Implement data-driven decision frameworks integrating behavioral analytics and predictive payment insights.

Govern cybersecurity and resilience protocols ensuring integrity and non-repudiation across payment rails.
Qualifications & Experience:

Minimum 12 years of progressive leadership in payments strategy, fintech infrastructure, or open-banking transformation.

Expert knowledge of real-time payments, distributed ledger technology, and cross-border settlement systems.

Demonstrated experience in fintech infrastructure modernization at national or regional scale.

Master’s in Financial Technology, Systems Engineering, or Applied Economics preferred.
