Principal Custodian of Digital Payment Rails- Settlement Logic & Monetary Continuity
Location: Oman (Muscat | Strategic Hybrid)
Mandate & Structural Rationale
This role exists to define how digital payment rails behave as permanent financial infrastructure, not as products, platforms, or institutional tools. The Principal Custodian governs the structural mechanics of payment initiation, propagation, clearing logic, settlement certainty, and monetary continuity across a national fintech ecosystem.
The mandate is to ensure that speed, trust, liquidity discipline, and systemic resilience are architecturally inseparable—regardless of transaction volume, channel diversity, or technological evolution.
Strategic Responsibilities

Architect multi-rail digital payment frameworks spanning instant payments, account-to-account systems, wallets, and API-native transaction layers.

Design settlement logic abstraction models decoupling user-perceived immediacy from balance-sheet truth.

Define payment finality rules, including reversibility thresholds, dispute containment, and settlement certainty.

Establish high-availability architectures for national-scale payment continuity under stress conditions.

Embed risk intelligence, transaction observability, and compliance enforcement directly into payment execution paths.

Define interoperability standards across domestic rails and cross-border payment corridors.

Translate regulatory and monetary policy intent into machine-enforceable system design.

Develop 15–25-year roadmaps for payment rail evolution without systemic disruption.
Required Mastery

Deep expertise in payment infrastructure, clearing systems, and settlement mechanics.

Advanced understanding of distributed transaction processing and temporal consistency models.

Strong command of financial messaging, orchestration engines, and reconciliation frameworks.

Compensation Architecture (Oman)

Base Salary: OMR 165,000 – 200,000 per annum

Payment Infrastructure Stewardship Allowance: OMR 30,000 – 45,000
