Global Head of Fintech Governance Engineering & Systemic Control Frameworks – Qatar

Role Classification

Executive Leadership | Fintech Governance Engineering | Systemic Control Design | Digital Financial Oversight

Strategic Role Mandate

This role exists to engineer governance directly into fintech systems, ensuring that control, accountability, and oversight are embedded at architectural level rather than imposed externally. The Global Head of Fintech Governance Engineering will design control frameworks, permission structures, and enforcement logic that govern how fintech platforms operate, evolve, and self-regulate.

The mandate is preventative and institutional, focused on making governance executable, measurable, and inseparable from system behavior.

Key Responsibilities

  • Architect governance frameworks embedded directly into fintech platforms and transaction systems.

  • Define permissioning, escalation, and control logic governing financial operations.

  • Design automated enforcement mechanisms for policy adherence and operational discipline.

  • Integrate governance controls across payments, data platforms, and core fintech systems.

  • Establish metrics and dashboards for real-time governance visibility.

  • Lead scenario modeling and stress testing of governance frameworks.

  • Act as senior authority on fintech system governance in regulatory and oversight discussions.

  • Build and manage specialized teams in governance engineering and control architecture.

Executive & Technical Profile

  • Extensive experience in fintech governance, system controls, or financial oversight frameworks.

  • Strong understanding of how rules, permissions, and controls are encoded into digital systems.

  • Proven leadership in complex, multi-stakeholder fintech environments.

  • Ability to translate abstract governance principles into executable system logic.

Compensation Structure (Qatar)

  • Base Salary: QAR 65,000 – 85,000 per month

  • Annual Governance Performance Bonus: 30% – 50% of base salary

  • Long-Term Incentives: Multi-year deferred compensation linked to system control effectiveness

  • Benefits: Executive healthcare, housing allowance, education and research support

  • Engagement Model: Executive leadership contract
