Institutional Mandate

This role is created to engineer, govern, and stabilize the liquidity mechanisms that underpin fintech platforms at scale.

The Principal Sovereign Officer assumes executive authority over liquidity sourcing, buffer design, flow timing, and balance-sheet dynamics, ensuring that fintech systems remain solvent, responsive, and resilient under all operating conditions.

This position is not treasury management or financial operations.

It operates at the structural layer of fintech balance-sheet engineering, where liquidity is designed rather than merely managed.

Strategic Authority & Responsibilities

  • Architect and govern fintech liquidity frameworks, including buffers, reserves, and flow sequencing.

  • Define executive doctrines for liquidity stress tolerance, drawdown logic, and replenishment timing.

  • Establish authoritative standards for capital efficiency, liquidity transparency, and systemic shock absorption.

  • Oversee interaction between transaction engines, settlement layers, and funding mechanisms.

  • Lead long-term evolution of liquidity systems under transaction growth and market stress.

  • Act as final authority during liquidity crises, funding mismatches, or systemic strain events.

Executive Profile

  • 18–30+ years in fintech infrastructure, financial systems engineering, or balance-sheet architecture.

  • Deep mastery of liquidity mechanics, financial flow timing, and capital durability.

  • Proven leadership where liquidity failure represents existential platform risk.

  • Capacity to design frameworks that remain robust across economic cycles.

  • Executive gravitas aligned with national-scale financial stewardship.

Compensation Structure (Oman)

  • Base Salary: OMR 9,200 – 13,800 per month

  • Annual Performance Incentive: 35% – 55% of base salary

  • Long-Term Incentive: Multi-year liquidity-stability and balance-sheet resilience awards
