Mandate Overview
This role exists to provide absolute executive stewardship over large-scale digital banking and fintech infrastructure. The Chief Digital Banking & Fintech Infrastructure Officer is responsible for defining how digital financial systems are conceived, engineered, governed, and sustained over the long term.
Unlike product-oriented leadership roles, this mandate is focused on financial system durability, architectural coherence, and infrastructure integrity. The position assumes that digital banking platforms are critical financial utilities whose failure or instability carries systemic consequences.
Executive Responsibilities

Define the long-term vision and operating principles for digital banking platforms, transaction systems, and fintech infrastructure.

Establish architectural and operational standards for account management, transaction processing, settlement logic, and data integrity.

Oversee the evolution of systems toward modular, API-centric, cloud-native architectures capable of long-term scalability.

Ensure regulatory requirements are translated into embedded system rules, controls, and monitoring logic.

Define governance frameworks for risk management, system resilience, and operational continuity.

Lead strategic decision-making around platform modernization, legacy system replacement, and infrastructure evolution.

Produce executive-level strategy documents, infrastructure blueprints, and long-range transformation roadmaps.
Professional Requirements

15+ years of experience in digital banking, fintech infrastructure, or large-scale financial systems leadership.

Proven authority over mission-critical financial platforms operating at national or international scale.

Deep understanding of core banking systems, transaction lifecycles, and financial data governance.

Ability to operate independently within non-corporate, mandate-based executive environments.
