Position Overview
As the Executive Head of Blockchain Compliance & Digital Asset Regulatory Strategy, you will define and enforce the strategic and regulatory blueprint for blockchain integration across Saudi Arabia’s financial ecosystem. The role involves navigating complex cross-border regulatory dynamics, establishing compliant frameworks for decentralized financial instruments, and ensuring secure and lawful digital asset governance across institutional-grade blockchain infrastructures.
Key Responsibilities

Lead the development of regulatory-compliant blockchain governance frameworks for tokenized assets, stablecoins, and decentralized applications.

Collaborate with policy-makers, regulators, and technology experts to establish cross-jurisdictional compliance protocols aligned with SAMA and G20 digital finance principles.

Architect enterprise blockchain compliance automation systems leveraging smart contracts for AML, KYC, and data sovereignty adherence.

Oversee digital asset custody infrastructure, ensuring operational security, cryptographic resilience, and data protection compliance.

Drive the interoperability of decentralized ledgers with legacy banking systems and emerging fintech platforms.

Develop national-level blockchain policy recommendations, aligning innovation with systemic financial stability and investor protection.
Qualifications

Master’s or Doctorate in Law, Financial Regulation, or Distributed Ledger Technologies.

10–15 years of senior-level experience in blockchain governance, digital compliance, or fintech regulation.

Profound expertise in regulatory frameworks (FATF, GDPR, MiCA, G20 digital finance principles).

Strong technical familiarity with Ethereum, Hyperledger Fabric, Corda, and enterprise DLT protocols.

Experience interfacing with central banks, regulatory sandboxes, and international fintech alliances.
