Role Overview
The Executive Director of Real-Time Payment Innovation & Interoperability leads the next era of Oman’s digital financial modernization by engineering real-time payment architectures, multi-rail interoperability layers, intelligent orchestration engines, and end-to-end modernization of value-transfer ecosystems. The position bridges strategic leadership with deep applied fintech engineering, focusing on payment modernization, cross-system alignment, ecosystem resilience, and regulatory-aligned operational excellence.
Core Responsibilities

Lead the redesign and expansion of real-time payments environments, covering instant transfers, intelligent routing logic, domestic/gCC corridor interoperability, and high-throughput system optimization.

Develop multi-rail integration frameworks merging mobile payments, digital wallets, legacy banking rails, open banking APIs, and cross-market settlement engines.

Engineer resilience mechanisms including load-balancing matrices, intelligent failover design, predictive congestion analytics, and automated latency minimization frameworks.

Drive AML/CFT modernization by integrating adaptive behavioural models, institutional risk-sharing signals, and encrypted cross-network transaction intelligence.

Oversee development of unified data governance architectures covering operational data flows, encryption standards, traceability records, and multi-tier consumer protection logic.

Coordinate Oman’s participation in GCC interoperability initiatives, including harmonized settlement structures, API standard convergence, and cross-currency liquidity alignment.

Define long-term strategic roadmaps for payment modernization, including AI-enabled authorization, programmable payment workflows, tokenized settlement innovation, and advanced financial identity mapping.
Required Expertise

10+ years of high-level experience in real-time payments, financial infrastructure engineering, or multi-rail payment system design.

Strong understanding of Oman’s financial regulatory ecosystem, regional interoperability initiatives, and modern digital finance policy frameworks.

Advanced knowledge of instant payment architectures, distributed infrastructure scaling, fraud analytics, and API governance.

Proven leadership across complex, multi-stakeholder fintech transformation programs.
