Remote Executive Director of Open Banking & API Ecosystem Development – Qatar
Role Purpose
This prestigious remote position seeks a globally experienced fintech strategist to design, scale, and govern Qatar’s next-generation open banking infrastructure. The Executive Director of Open Banking & API Ecosystem Development will oversee the architectural, regulatory, and commercial evolution of secure data-sharing frameworks across financial institutions, fintech startups, and digital service providers.
Operating within a digitally progressive landscape, the role will define Qatar’s open finance transformation — ensuring interoperability, security, and innovation in alignment with both GCC-wide initiatives and international fintech standards.
Primary Responsibilities

Lead the strategic design of open banking ecosystems, encompassing API frameworks, consent-based data models, and cross-sector interoperability.

Develop governance structures ensuring compliance with global data privacy regulations and real-time transaction integrity.

Coordinate innovation programs driving fintech collaboration across payment, lending, and digital identity verticals.

Oversee API standardization and sandbox environments to accelerate market readiness for open banking integration.

Direct multi-stakeholder alignment between financial regulators, developers, and data aggregators.

Foster partnerships with global API management providers and regtech innovators.
Key Competencies & Experience

10+ years of experience in digital banking, open finance strategy, or API-led fintech transformation.

Expert-level understanding of PSD2 frameworks, OAuth2/OpenID standards, and GCC fintech data governance policies.

Demonstrated success in scaling API ecosystems or leading cloud-native integration programs.

Advanced degree in Information Systems, Digital Finance, or Computer Science.

Strong ability to lead distributed teams and manage strategic projects remotely.
