Position Overview
An exceptional opportunity has arisen for a distinguished fintech strategist to lead, architect, and redefine the digital payments ecosystem across Saudi Arabia’s rapidly advancing financial landscape. This role represents the pinnacle of leadership in digital transformation — integrating policy, technology, and commercial strategy to advance the Kingdom’s digital economy within the framework of Vision 2030.
The Executive Director of Digital Payments Strategy will spearhead comprehensive initiatives that modernize payment rails, enable cross-border interoperability, and establish next-generation frameworks for instant settlements, e-commerce enablement, and institutional digital finance integration.
Key Responsibilities

Design and lead a national-level strategic roadmap for digital payments innovation, spanning B2C, B2B, and government-to-citizen transaction systems.

Architect interoperable infrastructure supporting instant payments, QR-based systems, and open API connectivity with local and global fintech ecosystems.

Drive financial inclusion through scalable mobile-first payment models leveraging cloud-native, AI-enhanced technology.

Coordinate remote collaboration with international partners, regulators, and standards institutions to shape payment governance aligned with ISO 20022 and cross-border frameworks.

Lead cross-functional digital transformation programs focused on efficiency, fraud mitigation, and advanced analytics-based decisioning.

Oversee pilot programs integrating blockchain-based settlement, tokenized remittance, and biometric identity-linked transactions.
Required Expertise

12+ years in fintech or payments strategy, with extensive experience in digital payment systems, product innovation, and financial infrastructure design.

Comprehensive knowledge of GCC regulatory frameworks, instant payments architecture, and cloud-native fintech systems.

Strong technical grounding in API management, payment orchestration, and digital ID ecosystems.

Exceptional strategic communication and global partnership-building skills.

Postgraduate qualifications in Finance, Systems Engineering, or Digital Economy Policy.
