Executive Director – Digital Payments Infrastructure (Cross-Border Settlement & Regulatory-Grade Fintech Systems).
Location: Kingdom of Saudi Arabia (Riyadh | Regional & International Oversight)
Role Mandate & Strategic Objective
This executive position is designed for a fintech leader tasked with reimagining the architecture of digital payment networks, enabling real-time cross-border settlement, programmatic financial services, and multi-layered compliance integration. The incumbent will drive the strategic alignment of national and regional payment infrastructures with emerging global fintech standards, ensuring interoperability, resilience, and high-volume scalability.
The mandate encompasses systems-level planning, governance of real-time clearing frameworks, and integration of advanced transaction intelligence to safeguard operational continuity, optimize liquidity flows, and enable programmable financial instruments at scale.
Core Responsibilities

Lead the design and deployment of national-scale, real-time payment networks including cross-border clearing and settlement.

Architect interoperable fintech rails connecting banks, payment service providers, wallets, and emerging digital platforms.

Develop API-driven frameworks to support rapid fintech innovation while ensuring system integrity.

Oversee advanced transaction monitoring, fraud detection, and AI-enabled risk scoring across settlement networks.

Partner with regulators, central banks, and infrastructure bodies to ensure compliance, operational resilience, and forward-looking system design.

Define long-term digital financial infrastructure roadmaps, incorporating ISO 20022, tokenized settlement, and programmable money capabilities.

Represent the Kingdom in international payments, fintech infrastructure, and market governance forums.
Candidate Profile

18+ years in fintech infrastructure, payment systems, or financial market utilities.

Deep expertise in real-time payments, clearing & settlement, and digital transaction orchestration.

Proven experience in leading complex multi-stakeholder fintech ecosystems.

Strategic mindset with ability to translate technical complexity into executable infrastructure solutions.
Compensation Structure (Annual)

Base Salary: SAR 1,200,000 – 1,500,000

Performance Bonus: SAR 350,000 – 500,000

Long-Term Infrastructure Incentive: SAR 400,000 – 650,000

Total Annual Package: SAR 1.95M – 2.65M
