Executive Custodian of National Digital Payments & Settlement Architecture – Kuwait (Kuwait City | Strategic Hybrid)
Mandate of the Role
This position exists to define, design, and govern the foundational digital payment and settlement architecture underpinning a modern financial economy. The mandate is neither operational nor institutional—it is structural and systemic, focused on how money, settlement finality, liquidity movement, and transaction intelligence are architected at national scale.
The Executive Custodian will act as the principal authority over payment rails, ensuring long-term interoperability, resilience, and scalability across instant payments, account-to-account systems, wallets, embedded finance, and future programmable settlement frameworks.
Primary Strategic Responsibilities

Architect national-scale digital payment ecosystems supporting real-time, near-real-time, and deferred settlement models.

Define multi-rail payment strategies integrating instant payments, wallet infrastructures, and API-based transaction layers.

Design settlement abstraction frameworks separating payment initiation from liquidity finality.

Establish system-wide resilience, redundancy, and failover logic for uninterrupted financial continuity.

Embed compliance, risk intelligence, and transaction observability directly into payment architecture.

Define interoperability standards across banks, fintech platforms, market infrastructure, and cross-border corridors.

Serve as architectural interface between regulatory intent and executable system design.

Develop 20-year digital payments roadmaps aligned with economic modernization objectives.
Required Domain Mastery

Deep expertise in payment switching, clearing, and settlement systems.

Advanced understanding of distributed transaction processing and real-time messaging frameworks.

Strong command of API governance, financial telemetry, and transaction monitoring architectures.

Ability to translate policy, regulation, and financial stability requirements into platform logic.

Compensation Structure (Kuwait)

Base Salary: KWD 210,000 – 260,000 per annum

Infrastructure Stewardship Allowance: KWD 35,000 – 50,000
