Role Overview
A sophisticated financial transformation environment in Kuwait is recruiting a highly accomplished Director of Institutional Blockchain Treasury Operations to lead treasury architecture and operational governance across blockchain-enabled financial systems, institutional settlements, digital asset controls, and transaction integrity frameworks.
This role is purpose-built for a fintech executive with deep operational understanding of treasury settlements, digital asset governance, blockchain infrastructure, financial controls, liquidity operations, and institutional transaction security. The successful candidate will ensure seamless execution of treasury-linked digital finance operations while maintaining full operational discipline, compliance integrity, and enterprise scalability.

Key Responsibilities
- Lead treasury operations across blockchain-enabled settlement systems, institutional payment workflows, and digital asset transaction infrastructure
- Design governance frameworks for digital asset reconciliation, transaction approvals, custody controls, and liquidity movement across enterprise systems
- Oversee stablecoin settlement operations, treasury ledger controls, wallet governance, and blockchain transaction auditability
- Develop secure treasury authorization models for institutional transfers, financial reconciliation, and operational transparency
- Collaborate with finance, compliance, legal, and regulatory teams to ensure alignment with Kuwait financial operating standards
- Optimize treasury-linked transaction efficiency across internal settlement frameworks and external partner integrations
- Establish executive reporting systems for treasury visibility, operational risk monitoring, and financial controls assurance
- Manage infrastructure relationships with blockchain providers, treasury technology vendors, and institutional service partners
- Improve enterprise financial controls across treasury lifecycle management and digital transaction governance
- Lead cross-functional execution across operations, finance, compliance, risk, and executive leadership teams
Required Qualifications
- Bachelor’s degree in Finance, Accounting, Financial Technology, Economics, Computer Science, or related discipline
- 8+ years of senior treasury, fintech operations, blockchain finance, or institutional financial services experience
- Strong expertise in treasury operations, digital asset controls, institutional transaction systems, and financial governance
- Deep understanding of reconciliation frameworks, settlement operations, and operational risk controls
- Experience within regulated financial environments and complex institutional financial ecosystems
- Strong leadership capabilities across enterprise transformation initiatives
- Excellent executive reporting and stakeholder management skills
- Strong knowledge of financial control frameworks and operational governance models
