The Context
Qatar sits at the financial crossroads of East and West, managing one of the world’s largest sovereign wealth funds and hosting the Qatari Riyal (QAR) as a cornerstone currency in the Gulf. In 2026, Qatar is accelerating its central bank digital currency (CBDC) research while deepening its integration into regional real-time payment networks. The Qatar Central Bank (QCB) is exploring a wholesale CBDC for cross-border settlement, and the Qatar Financial Centre (QFC) is positioning itself as a hub for fintechs serving the India-Gulf-Africa corridor.
We are seeking a Director of Cross-Border Payments & CBDC Integration to architect the next generation of payment infrastructure. This role sits at the intersection of monetary policy, blockchain technology, and geopolitical finance. You will not just manage payments; you will redefine how value moves across borders in one of the world’s most strategically important financial centers.
What You Will Architect

CBDC Pilot & Integration: Lead the technical and operational design of Qatar’s wholesale CBDC pilot. Work with the Qatar Central Bank, the Bank for International Settlements (BIS), and regional counterparts (UAE’s Digital Dirham, Saudi’s SAMA) to ensure interoperability. Design smart contract frameworks for programmable money in trade finance and remittance corridors.

Real-Time Payment Rails: Integrate Qatar’s payment systems with regional networks (UAE’s Aani, Saudi’s SARIE) and international corridors (India’s UPI, RippleNet, or SWIFT gpi). Ensure sub-second settlement for P2P and B2B transactions, with full compliance to FATF standards and the QCB’s AML/CFT framework.

Stablecoin & Tokenized Deposit Strategy: Evaluate and implement a framework for QAR-referenced stablecoins and tokenized bank deposits for institutional clients. Ensure 100% reserve backing, real-time attestation, and compliance with the QCB’s emerging payment token regulations.

Geopolitical Risk & Sanctions Compliance: Build a sanctions screening and transaction monitoring system that navigates the complex geopolitical landscape of the Gulf. Ensure compliance with UN, OFAC, EU, and GCC sanctions while maintaining the free flow of legitimate trade and remittances.

Treasury Digital Transformation: Modernize the treasury function with AI-driven cash forecasting, blockchain-based trade finance settlement, and API-first liquidity management. Reduce cross-border settlement times from T+2 to T+0 for major corridors.
Who You Are

Payments Expertise: 12+ years in treasury, payments, or correspondent banking, with deep expertise in RTGS, SWIFT, ISO 20022 messaging, and blockchain settlement protocols. You have managed cross-border payment flows exceeding $10 billion annually.

CBDC & Digital Currency Knowledge: Direct experience with CBDC pilots, stablecoin operations, or tokenized deposit programs. You understand the difference between retail and wholesale CBDCs, the implications of Programmable Money, and the privacy vs. transparency trade-offs in DLT-based settlement.

Regulatory Navigation: Expertise in navigating multiple regulatory regimes simultaneously—QCB, QFC, FATF, and international sanctions frameworks. You have worked with central banks or supranational institutions (BIS, IMF, World Bank) on payment system modernization.

Strategic & Diplomatic Acumen: You can negotiate with central bank governors in the morning, explain blockchain consensus mechanisms to treasury staff in the afternoon, and present to the Board of Directors in the evening. You understand the geopolitical sensitivities of Gulf finance and the strategic importance of Qatar’s financial independence.

Technical Depth: Familiarity with Hyperledger Fabric, R3 Corda, or Ethereum enterprise implementations. You can read a smart contract, assess its security, and explain its monetary policy implications to a regulator.

Base Salary: QAR 40,000 – 60,000/month (tax-free), with a performance bonus of up to 200% of base for successful CBDC pilot completion.
