Role Overview

Qatar is positioning itself as a regional payments and commerce hub, leveraging its rapidly expanding financial services sector and government-backed initiatives to foster seamless digital payment ecosystems. The nation seeks a senior fintech leader to spearhead the design and deployment of next-generation digital payments infrastructures, integrating retail, government, and international trade systems into a unified cashless economy framework.

This position calls for expertise in real-time payments, interoperable mobile wallets, government service digitization, ISO 20022 financial messaging, and API-driven commerce solutions. The successful candidate will also drive merchant enablement, cross-border remittances, and regulatory compliance while building digital rails that can handle Qatar’s growing role in international trade and its global sporting/entertainment economy.

Key Responsibilities

• Architect and oversee Qatar’s nationwide instant payments ecosystem, integrating retail, e-commerce, and government services.

• Drive mobile wallet interoperability, enabling QR, NFC, and tokenized card adoption across all commerce segments.

• Collaborate with regulators to ensure compliance with FATF, PCI-DSS, and ISO 20022 standards.

• Develop merchant onboarding frameworks, ensuring widespread adoption of digital payments in SMEs and large enterprises.

• Oversee deployment of cross-border remittance corridors linking Qatar to Asia, Africa, and the wider GCC.

• Lead rollout of government digital payment systems, including e-tax, digital licensing, and healthcare payments.

• Establish data analytics platforms to monitor payment flows, fraud detection, and transaction behavior.

• Build public trust in digital payments through consumer protection policies, education initiatives, and transparency frameworks.

Desired Qualifications

• 12–15 years in digital payments, retail banking transformation, or payment infrastructure strategy.

• Strong knowledge of instant payments, QR ecosystems, and ISO 20022 migration programs.

• Expertise in merchant enablement strategies, e-commerce infrastructure, and digital wallets.

• Advanced qualifications in financial technology, digital commerce, or systems engineering.

• Strong familiarity with Qatar’s financial modernization strategy and GCC regional payments integration goals.
