Role Summary
In line with Qatar’s National Vision 2030 and the Qatar Central Bank’s progressive digital agenda, there is growing emphasis on digital identity orchestration and financial inclusion systems that are agile, sovereign, and inclusive—especially for migrant workers, unbanked populations, and small traders. This remote role seeks a Chief Digital Identity & Financial Inclusion Architect who will lead the design and remote implementation of scalable, API-ready digital ID and embedded finance systems aligned with Qatar’s regulatory frameworks.
You will work at the intersection of regulatory strategy, platform engineering, and fintech inclusion policy, crafting architectures that empower underbanked users to access savings, insurance, credit, and e-payment rails using interoperable digital identity protocols compliant with Qatar’s eKYC mandates.
Primary Responsibilities

Lead the design of an end-to-end digital ID framework tailored for remote onboarding, continuous authentication, and financial credentialing in accordance with Qatar’s National Authentication Framework (NAF).

Build federated identity bridges linking the Hukoomi ID ecosystem with fintech KYC workflows, AML/CFT-compliant onboarding, and behavioral biometrics.

Architect inclusive mobile-first platforms for embedded savings, digital micro-insurance, and pre-paid utility lending for low-income and migrant workers.

Collaborate with global standards bodies (e.g., OpenID Foundation, FIDO Alliance) to embed secure login, QR authentication, and zero-knowledge proof identity layers into financial superapps.

Partner with QCB regulators and QFTH (Qatar FinTech Hub) on sandbox trials for decentralized digital identity (DID) wallets, credit access tokens, and blockchain-based ID scorecards.

Establish remote data sovereignty architectures ensuring Qatari and expat citizen identity data remains compliant with national data protection laws.
Qualifications

Master’s degree in Computer Science, Digital Governance, Cybersecurity, or Financial Engineering.

10+ years of experience in fintech architecture, national ID systems, or digital inclusion platforms.

Demonstrated experience with OAuth2, eIDAS, biometrics (facial recognition, liveliness detection), and sovereign ID stacks.

Working knowledge of Qatar’s regulatory frameworks on eKYC, sandboxing, and smart city integration (e.g., TASMU platform).

Strong track record of building inclusion-focused digital products for the MENA region or South Asia labor corridors.
Preferred Skills

Arabic language proficiency.

Experience integrating ID rails with mobile wallets, prepaid cards, or cross-border remittance corridors (e.g., India, Nepal, Bangladesh).

Familiarity with Shariah-compliant ID verification or Wakala-based digital onboarding processes.
