Strategic Mandate
This role exists to design, govern, and future-proof a national-scale digital payments fabric, positioning payments as a critical economic utility rather than a product layer. The Apex Director will hold ultimate authority over how transactions are initiated, validated, cleared, settled, reconciled, and audited across high-volume fintech ecosystems.
The mandate is architectural and systemic in nature, requiring the executive to define payment rail philosophy, settlement finality models, liquidity coordination logic, and cross-platform interoperability standards. The role is intended for a fintech leader capable of stewarding decade-long infrastructure horizons under extreme scale, scrutiny, and complexity.
Scope of Authority & Responsibilities

Architect and govern end-to-end digital payment fabrics, encompassing transaction cores, real-time clearing layers, settlement engines, and reconciliation frameworks.

Define system-wide standards for throughput ceilings, latency tolerances, concurrency handling, and transaction durability.

Establish architectural doctrines for settlement finality, liquidity synchronisation, and exception resolution.

Oversee interoperability frameworks connecting domestic payment systems with regional and cross-border fintech platforms.

Lead multi-year infrastructure roadmaps addressing scalability, resilience, and technological longevity.

Act as the final authority on payments integrity, systemic exposure, and infrastructure sustainability.
Executive Profile

20–25+ years in fintech payments infrastructure, transaction systems leadership, or financial rail governance.

Demonstrated oversight of large-scale, always-on payment and settlement systems.

Deep technical mastery of transaction lifecycles, settlement mechanics, distributed processing, and fault-tolerant design.

Ability to operate at deep technical, strategic, and executive governance levels simultaneously.

Proven long-term stewardship mindset for critical financial infrastructure.
Compensation Structure (Saudi Arabia)

Base Salary: SAR 72,000 – 98,000 per month

Annual Executive Incentive: 40% – 60% of base salary
