Role Purpose
Kuwait’s central bank is preparing for the gradual rollout of a sovereign digital currency (CBDC) to modernize cross-border payments, automate wage disbursements, and eliminate worker remittance leakages. This role spearheads the remote design of a CBDC-ready payroll system tailored for blue-collar, domestic, and freelance workers—while ensuring full compliance with Kuwaiti labor, FX, and privacy laws.
Key Deliverables

Build a secure, CBDC-integrated wage platform that enables employers to issue salaries directly onto workers’ digital wallets, with optional micro-saving, real-time FX, and smart tax withholding.

Architect mobile-first apps for non-banked or underbanked laborers in Arabic, Urdu, Tagalog, Bengali, and Hindi—integrated with Kuwait Mobile ID, Civil ID APIs, and facial authentication.

Integrate with Kuwait’s Wage Protection System (WPS) to provide regulatory dashboards for Ministries, embassies, and employers tracking digital salary flows in real-time.

Develop programmable salary flows with use-case modularity: rent/utility token locks, debt-repayment smart plans, and family wallet routing with Shariah filters.

Enable frictionless cross-border remittance from CBDC wallets to target corridors (e.g., India, Egypt, Bangladesh, Philippines) using CBDC-bridge protocols and stablecoin liquidity providers.

Partner with Gulf regulators to develop “Worker Financial Health Scores” that integrate attendance, savings, and emergency credit usage into institutional lending pipelines.

Embed AI nudges for employers to auto-upgrade compliant workers into retirement savings, health wallet access, or family Takaful plans.
Candidate Profile

10+ years in payroll fintech, CBDC infrastructure, or emerging market digital finance platforms.

Deep understanding of labor regulation in Kuwait, CBDC architecture design (especially wholesale/retail splits), and Gulf FX/remittance constraints.

Experience building user-centric fintech for vulnerable or multilingual populations.

Knowledge of smart contract payroll automation, FX spread optimization, and embedded Shariah compliance in wage flows.

Fluent in wallet engineering (e.g., Fireblocks, Circle APIs, or local Gulf KYC wallet stacks).
