The Mission

The UAE has entered its most aggressive regulatory reset in history. With the New Banking Law (Federal Decree-Law No. 6 of 2025) now in full effect and the Central Bank of the UAE (CBUAE) mandating a complete phase-out of SMS/email OTPs by March 2026, financial institutions are scrambling to rebuild their authentication, AML, and AI governance stacks from the ground up. The UAE’s mandatory National KYC Digital Platform, combined with the codification of the Digital Dirham as legal tender, has created a compliance environment where traditional rule-based systems are obsolete.
We are seeking a Senior RegTech & AI Governance Architect who can design, deploy, and continuously validate the AI-driven compliance infrastructure that will define how a next-generation financial institution operates under CBUAE, DFSA, and FSRA oversight. This is not a policy-writing role. This is a hands-on architecture position where you will build the neural backbone of financial compliance.

What You Will Own

  • AI Model Inventory & Explainability Framework: Design and maintain a centralized registry for all AI/ML models affecting AML, fraud detection, credit decisions, and customer onboarding. Ensure every model is documented, validated, and back-tested per CBUAE Notice 2025/3057 and Federal Decree-Law No. 10/2025. You will be the bridge between data scientists and regulators, translating model performance into regulatory narrative.
  • Biometric Authentication Architecture: Lead the transition from legacy OTP systems to phishing-resistant MFA frameworks. Implement biometric authentication with liveness detection, passkeys/FIDO2 standards, and adaptive risk-based authentication. You must ensure injection attack protection against deepfake video feeds and synthetic identity fraud.
  • Dynamic Transaction Monitoring: Replace static threshold-based monitoring with behavior-sensitive, AI-driven systems capable of detecting Trade-Based Money Laundering (TBML) patterns, mule account networks, and WPS salary transfer anomalies in real time.
  • Cross-Border Compliance Orchestration: Build compliance rails for cross-border payments, ensuring adherence to FATF Recommendation 16 (wire transfer information), the FATF Travel Rule for virtual assets, and the new stablecoin framework governing AED-referenced tokens.
  • Regulatory Technology Integration: Embed AML/CFT protocols directly into the core banking engine using a “Compliance-by-Design” approach. This includes real-time transaction screening, automated Suspicious Activity Reporting (SAR), and sanctions screening with Arabic name resolution and alias matching.

Who You Are

  • Domain Expertise: 8+ years in financial services compliance, risk management, or regulatory technology, with at least 3 years in a Gulf or Middle Eastern market. You understand the UAE’s multi-regulator model (CBUAE, DFSA, FSRA, VARA, SCA) and can navigate the friction between onshore and free-zone requirements.
  • Technical Fluency: Deep expertise in Python, SQL, and cloud-native architectures (AWS/Azure/GCP). Experience with MLOps, model validation frameworks, and AI explainability tools (SHAP, LIME, counterfactual explanations). Familiarity with blockchain analytics for virtual asset compliance is a significant advantage.
  • Regulatory Acumen: You have read Federal Decree-Law No. 10/2025, Cabinet Resolution No. 134/2025, and the New Banking Law cover-to-cover. You understand the implications of the Digital Dirham, the Aani real-time payment system, and the CBUAE’s ICT risk standards.
  • Cultural Agility: You can operate in a multicultural environment where decisions involve stakeholders from 30+ nationalities. You understand the importance of Ramadan scheduling, the Friday-Saturday weekend rhythm, and the formal protocols of doing business in the DIFC.

The Compensation & Lifestyle

  • Base Salary: AED 45,000 – 65,000/month (tax-free), with performance bonuses tied to regulatory audit outcomes.
