Market Rationale
Qatar’s sovereign agenda is shifting decisively toward green, ethical, and Islamic-aligned capital markets. In partnership with global investors and regional Islamic banks, Qatar seeks to issue and manage tokenized Sukuk and ESG-linked debt instruments, anchored in blockchain-based issuance, settlement, and reporting logic. This role leads the global design and deployment of the digital issuance rails, enabling remote orchestration of ethical fundraising across Qatar’s financial ecosystem.
Key Mandates

Build the digital issuance infrastructure for Qatar’s first blockchain-native ESG Sukuk, compliant with AAOIFI and IFSB guidelines.

Develop tokenized smart bond logic for ESG metrics: carbon reduction, diversity compliance, energy footprint thresholds.

Collaborate with the Qatar Central Bank and Qatar Financial Centre Regulatory Authority on DLT-native issuance standards.

Design investor dashboards and API-led issuance workflows that allow sovereigns, corporates, and banks to launch Sukuk from anywhere in the world.

Ensure AML/CFT compliance, FATF standards adherence, and cross-border regulatory compatibility through embedded RegTech modules.

Create multilingual investor portals (Arabic, English, French, Bahasa) to democratize global Sukuk subscription access.

Enable programmable payouts and automated asset servicing for complex sukuk structures: ijara, musharakah, wakala.
Who You Are
-
12+ years in Islamic capital markets, digital asset issuance, or ESG instrument design.

Experience with blockchain-based issuance platforms, smart contract logic, and digital custody frameworks.

Familiarity with Qatar’s financial ecosystem and Islamic regulatory preferences.

Proficiency in ESG metrics mapping, climate-linked sukuk design, and carbon offset token integrations.

Background in cross-border capital instruments, green taxonomy, and digital investor interface engineering.
