Vision
Qatar is becoming a global hub for Islamic philanthropy, sustainable ESG finance, and impact investment innovation. In alignment with its National Vision 2030, this role pioneers the world’s first digital waqf exchange—a remote-first, tokenized, and cross-border waqf liquidity platform. It empowers Muslim-majority nations, family offices, and impact investors to contribute, manage, and transparently deploy waqf capital into public health, education, AI research, and climate resilience.
Strategic Deliverables
-
Design the blockchain-based architecture for a Tokenized Waqf Asset Registry, integrating waqf land deeds, corporate equity, and philanthropic portfolios.
-
Develop programmable endowment protocols: smart contracts for surplus reinvestment, ethical trustee governance, and asset purification.
-
Construct a “Waqf Impact Oracle” that measures ESG-aligned waqf outputs such as educational capacity, health unit reach, or CO2 reduction.
-
Collaborate with Qatar Charity, QFCRA, and international Islamic legal authorities to codify fiqh-compliant smart waqf rules into digital code.
-
Deploy multilingual investor/philanthropist portals in Arabic, Bahasa, Urdu, and French to ensure diaspora participation in decentralized endowment vehicles.
-
Enable interoperability with central bank digital currencies (CBDCs) to allow zakat-eligible remittances into waqf projects.
-
Build APIs for Islamic banks, crowdfunding platforms, and sovereign zakat agencies to allocate surplus directly into the WaqfTech rails.
-
Establish global legal wrappers (e.g., Cayman foundations, DIFC waqf SPVs) to ensure capital market credibility for institutional participation.
Candidate Requirements
-
10+ years in fintech infrastructure, Islamic philanthropic governance, or blockchain-enabled public goods platforms.
-
Mastery of smart contract design, token issuance, and digital trust protocols (e.g., DAOs, notarized NFTs).
-
Extensive knowledge of Islamic endowment jurisprudence, waqf compliance, and global Shariah variations.
-
Deep understanding of ESG metrics, impact evaluation, and cross-border investment transparency.
-
Track record of launching distributed systems at the intersection of faith, finance, and public impact.
