Role Overview:
We are seeking a Regulatory Compliance Strategist with specialized experience in Open Banking regulations, financial data governance, and cross-border compliance frameworks, ideally tailored to Oman’s burgeoning fintech infrastructure.
This strategic and highly analytical role offers the opportunity to guide product, legal, and engineering teams through the complex regulatory topography of Oman’s Central Bank directives, including but not limited to API exposure standards, digital ID frameworks, and secure payment infrastructure.
The ideal candidate brings a dual-lens perspective: deep familiarity with financial regulation and legal policy across the Gulf, paired with fluency in the technical language of digital infrastructure, API architecture, and data localization controls.
Core Responsibilities:
📘 Regulatory Policy Analysis & Harmonization

Interpret and operationalize recent circulars and sandbox standards issued by the Central Bank of Oman (CBO), especially regarding Open Banking and account aggregation.

Develop dynamic, regulatory-aligned documentation that can guide fintech teams across onboarding, AML/KYC, and transaction reporting workflows.
🔐 Data Privacy, Sovereignty & Cloud Infrastructure Oversight

Ensure that all fintech platforms respect data residency policies, particularly those involving Omani consumer financial information stored on foreign cloud services.

Work with DevSecOps teams to implement and audit best-practice encryption-at-rest, API throttling, and cloud firewall governance, especially when partnering with AWS Bahrain, Oracle GCC regions, or sovereign cloud networks.
💳 Digital Payments, e-KYC, and ID Compliance

Align digital onboarding flows with Oman’s eKYC ecosystem, including integration with national digital ID systems (e.g., PKI or smartcard authentication).

Collaborate with engineering on secure identity verification integrations using third-party tools (Onfido, Jumio, or regional ID tech firms).

Guide fintechs building remittance tools, mobile wallets, or e-commerce gateways to comply with PSD2-equivalent standards for secure customer authentication.
📊 Training, Auditing & Regulatory Foresight

Develop internal compliance audit playbooks, risk controls, and incident response strategies, modeled on regional financial threat vectors.

Engage with local legal counsels to anticipate new regulatory moves within GCC jurisdictions that could affect Omani fintech operations.
Ideal Candidate Qualifications:
✅ Legal/Regulatory Track Record

7+ years of experience working with fintechs, financial institutions, or regulatory authorities.

Familiarity with the GCC legal ecosystem, Omani banking law, and data protection statutes.
✅ Technical Knowledge

Fluency in Open Banking API standards (RESTful APIs, OAuth2, ISO 20022).

Comfortable interfacing with engineering teams on secure system design, cloud compliance, and audit automation.
✅ Soft Skills & Cultural Fluency

Arabic language skills an advantage.

Experience presenting policy recommendations to C-level executives and regulatory bodies.
