Opportunity Snapshot

The Central Bank of Oman (CBO) is undertaking major digital infrastructure reforms, including instant payment systems, real-time gross settlement (RTGS) modernization, and an imminent open banking rollout. In this context, there is a pressing need for a Remote Lead Architect of Fintech Interoperability & Cross-Border Payments Hub, to unify domestic fintech platforms and enable smooth real-time integration with regional and global corridors.

This role centers on designing systems that ensure payment harmonization, cross-platform KYC exchange, and compliance-aligned message routing across banks, fintechs, government platforms, and telcos.


Scope of Responsibilities

  • Lead the development of a middleware-based interoperability fabric that connects local Omani fintechs, banks, and telcos with GCC payment networks, migrant remittance corridors, and open banking APIs.

  • Design ISO 20022-based message routing engines and multi-format translators to ensure seamless switching across RTP, ACH, and SWIFT GPI-like environments.

  • Build centralized KYC token vaults, biometric identity bridges, and AML screening APIs, federated across Oman’s financial sector for real-time onboarding and verification.

  • Collaborate with CBO regulators to ensure full compliance with Oman’s Payments Law, Data Protection Statutes, and Open Banking Security Framework.

  • Integrate value-added services (invoicing, eMandates, payroll APIs) for businesses, gig workers, and SME banking users.

  • Ensure robust FX conversion, real-time liquidity visibility, and smart-routing for lowest-cost remittance flows to India, Pakistan, Bangladesh, and GCC countries.

  • Publish interoperability standards and maintain system documentation for government and private fintech stakeholders.


Key Requirements

  • Master’s in Financial Systems Engineering, Network Protocol Design, or Fintech Infrastructure.

  • 10+ years of experience building national-scale payment or API networks.

  • Fluency in ISO 20022, SWIFT MT/MX migration, OAuth2, and API gateway security protocols.

  • Working knowledge of Oman’s financial digitization roadmap, CBO fintech policy agenda, and bilateral corridor regulations (e.g., India-Oman, UAE-Oman).

  • Experience managing large-scale, regionally distributed tech teams using Agile/DevSecOps methodologies.


Bonus Assets

  • Arabic proficiency for liaising with Omani banks, ministries, and regional fintechs.

  • Familiarity with Shariah constraints in remittance or instant lending use cases.

  • Prior delivery of cross-border fintech solutions in Gulf or ASEAN economic zones.
