Location: Remote (with regulatory alignment across Oman’s Capital Market Authority and Central Bank Fintech Lab)

Compensation: OMR 5,500 – OMR 6,800/month + Quantum Research Equity Pool

Reports To: Oman Fintech Security Oversight Council (Interagency Advisory Body)

Strategic Background:

Oman’s digital economy goals under Vision 2040 increasingly intersect with the cybersecurity posture of its growing fintech environment. As open banking APIs, tokenization of assets, and consumer payment innovations proliferate, there is a rising need for quantum-resilient cryptographic architectures across all Omani fintech layers.

As the Remote Head of Quantum-Safe Fintech Security, you will lead the development and deployment of a post-quantum cryptographic (PQC) framework for Oman’s fintech sector, creating long-term encryption survivability across digital finance layers including open APIs, mobile payments, custody, smart contracts, and embedded finance.

Core Responsibilities:

• Conduct national-level threat modeling for post-quantum attacks on fintech infrastructure.

• Lead architectural development of a PQC stack covering NIST-approved lattice-based, code-based, and multivariate cryptosystems applicable to fintech use cases.

• Develop open-source libraries and SDKs for PQC integration into Omani fintech platforms (wallets, regtech APIs, payment rails, KYC systems).

• Establish national digital signature protocols and key exchange schemes capable of withstanding quantum decryption attacks post-Y2030.

• Collaborate with global standards bodies and GCC security counterparts on a harmonized quantum threat response protocol for financial applications.

Technical Prerequisites:

• Mastery of NTRUEncrypt, Kyber, Dilithium, and FrodoKEM cryptosystems.

• Proficient in secure multiparty computation, quantum key distribution (QKD), and TLS 1.3 migration with PQC ciphers.

• Deep experience in fintech security, especially tokenized payments, mobile API frameworks, and bank–fintech third-party risk management.

• Prior experience in Gulf regulatory or cybersecurity working groups strongly preferred.

Educational & Leadership Credentials:

• PhD in Cryptography, Post-Quantum Computing, or Cybersecurity Engineering.

• 10+ years in financial infrastructure security design, including PQC pilot deployments.

• Familiarity with Oman’s Cyber Defense Framework and regional fintech innovation dynamics.

• Arabic understanding preferred; English fluency required.

Strategic Vision:

• Help Oman leapfrog into a quantum-resilient fintech safe haven for GCC players.

• Build a national fintech encryption lab for public-private use.

• Act as Oman’s cybersecurity voice in future GCC cross-border open banking frameworks.
