Position Narrative
The Head of Fintech Ecosystem Innovation & Regulatory Intelligence will lead the conceptual and technical evolution of Saudi Arabia’s fintech ecosystem through a fusion of policy analytics, regulatory foresight, and innovation governance. Operating within the Kingdom’s digital-first economic paradigm, this position demands a mastery of complex system design that harmonizes start-up dynamism with regulatory precision.
Principal Responsibilities

Ecosystem Mapping & Strategy: Engineer a dynamic data topology of the KSA fintech landscape — quantifying innovation density, regulatory thresholds, and digital financial inclusion metrics.

Regulatory Intelligence: Develop AI-driven engines for continuous monitoring of global fintech legislation, transforming raw legal text into machine-readable compliance logic.

Innovation Acceleration: Design frameworks for open fintech sandboxes integrating API-first startups, institutional investors, and regtech analytics layers.

Cross-Sector Collaboration: Lead strategic dialogues with GCC regulators, data scientists, and academic partners to establish interoperable digital-finance protocols.

Governance Design: Construct meta-frameworks for risk-adaptive policy experimentation, employing digital twins and scenario modeling for real-time impact analysis.
Profile Requirements

Master’s or Ph.D. in Public Policy, Fintech Governance, Digital Law, or Systems Innovation.

Minimum 10 years of experience in fintech regulatory strategy, innovation ecosystems, or digital policy leadership.

Expertise in regulatory informatics, semantic AI, digital identity frameworks, and governance automation systems.

Exceptional analytical writing, cross-cultural communication, and stakeholder negotiation skills.
