Role Mandate & Strategic Context:
The Group Executive Director of Digital Payments Policy, Transaction Infrastructure & Cross-Border Settlement Strategy is a senior international fintech leadership role tasked with defining and governing large-scale digital payments ecosystems and transaction infrastructures aligned with Saudi Arabia’s rapidly expanding financial systems agenda and broader GCC payment corridors.
This role sits at the confluence of payment rail architecture, settlement design, policy interpretation, and systemic risk management, with responsibility for shaping how modern payment infrastructures are constructed, governed, and scaled to support real-time, high-volume, multi-currency transaction flows.
Operating fully remotely, the role engages with senior regulators, infrastructure architects, payments strategists, and international financial systems specialists.
Core Responsibilities:

Define multi-year strategies for national and cross-border digital payments infrastructures.

Architect transaction routing, clearing, and settlement models optimised for scale and resilience.

Establish governance frameworks for payment system integrity, availability, and oversight.

Guide integration of transaction intelligence, monitoring, and exception-handling systems.

Define executive KPIs covering settlement speed, failure rates, and systemic exposure.

Advise on regulatory interpretation and policy alignment impacting payment ecosystems.

Act as senior authority on payments infrastructure strategy and cross-border settlement design.
Executive Profile:

18+ years’ experience in payments systems, financial infrastructure, or transaction platform leadership.

Deep expertise in clearing, settlement, and high-throughput transaction architectures.

Strong familiarity with Saudi Arabian and GCC payments regulatory environments.

Proven executive leadership in complex, remote, multi-jurisdictional systems.

Advanced qualifications in Finance, Engineering, or Financial Systems Architecture preferred.
