A unique opportunity has emerged for a visionary Executive Director of Fintech Strategy & Digital Transformation to architect, operationalize, and scale next-generation financial ecosystems across the Gulf Cooperation Council (GCC)—including the UAE, Saudi Arabia, Qatar, Bahrain, Kuwait, and Oman. This role transcends borders, offering a remote yet regionally anchored mandate to align advanced fintech innovation with the regulatory frameworks, cultural dynamics, and market aspirations of the GCC economies.

The successful candidate will be entrusted with leading regional initiatives across digital banking, open finance, cross-border payments, digital asset governance, AI-driven risk analytics, and embedded finance platforms—anchoring the GCC’s transition toward a globally competitive, technology-first financial landscape.


Core Responsibilities

  • Strategic Leadership & Policy Alignment:

    Design, implement, and continuously refine a multi-year fintech growth strategy that aligns with GCC Vision 2030, 2040, and 2050 frameworks; harmonize technological innovation with national digital economy objectives across multiple jurisdictions.

  • Cross-Market Fintech Architecture:

    Architect scalable digital finance infrastructures encompassing cloud-native banking, API-based open finance, real-time payments, and blockchain-integrated financial messaging frameworks, ensuring compliance with GCC regulatory sandboxes.

  • Innovation in Payments & Digital Assets:

    Lead regional initiatives on central bank digital currency (CBDC) interoperability, tokenized securities, cross-border remittances, and digital identity authentication systems powered by cryptographic trust models.

  • Governance & Regulatory Coordination:

    Establish strategic partnerships with regulatory bodies (e.g., CBUAE, SAMA, CBB, CMA, CBK, and CBO) to foster fintech harmonization, data localization compliance, and consumer protection standards consistent with FATF and Basel III+ digital finance protocols.

  • AI-Driven Financial Intelligence:

    Integrate machine learning, behavioral analytics, and advanced data science frameworks to enhance fraud prevention, liquidity modeling, and real-time credit risk assessment within multi-market fintech systems.

  • Investor & Ecosystem Engagement:

    Collaborate with venture capital, sovereign wealth funds, and innovation hubs to accelerate fintech scaling through funding pipelines, incubators, and digital acceleration programs.


Candidate Profile

  • Academic Excellence: Master’s or PhD in Finance, Digital Economics, Data Science, Systems Engineering, or a related field.

  • Experience: Minimum 10 years of leadership in fintech, digital banking transformation, or financial systems engineering—preferably within the GCC or comparable emerging markets.

  • Technical Expertise: Proven mastery in blockchain architecture, distributed ledger systems, cloud-native banking APIs, and digital asset custody frameworks.

  • Strategic Acumen: Deep familiarity with GCC financial regulatory models, central bank policies, and digital transformation roadmaps.

  • Soft Skills: Exceptional executive communication, multicultural leadership capability, and an ability to bridge global fintech strategy with local market nuance.
