Executive Summary
The UAE is executing one of the region’s most ambitious transitions toward real-time, interoperable, and intelligence-driven financial rails. This executive role provides comprehensive stewardship over the conceptualization, engineering, and governance of digital clearing systems, multi-rail interoperability frameworks, and institution-grade transaction governance.
The Director will define future-state operating models, cross-rail engineering standards, enterprise risk constructs, API-based transaction orchestration logic, and resilience principles for high-availability digital financial networks.
Core Responsibilities
1. Real-Time Rail Architecture Engineering

Architect low-latency transaction pathways enabling instant funds movement, systemic redundancy, and multi-rail orchestration.

Build frameworks supporting dynamic routing, clearing intelligence, and integrated authorization logic.
2. Systemic Governance & Digital Oversight

Establish governance models for liquidity safeguards, operational continuity, and enterprise-level transaction control.

Lead design of automated dispute management, reconciliation algorithms, and multilateral settlement flows.
3. Interoperability & Cross-Border Integration

Model cross-rail interconnectivity across regional and global networks.

Build scalable frameworks supporting UAE-led interoperability initiatives and international standard convergence.
Qualifications

10–15 years in digital payments, real-time financial rails, or financial infrastructure engineering.

Expertise in core banking integration, low-latency clearing systems, and multi-network interoperability.

Deep knowledge of regulatory frameworks, operational risk, and digital-transaction governance.
