Role Overview
A sophisticated financial transformation environment in Riyadh is recruiting a highly accomplished Executive Vice President – Institutional Blockchain Treasury, Custody & Settlement Infrastructure to lead the strategic modernization of treasury operations through enterprise blockchain systems, institutional settlement architecture, and advanced custody governance frameworks.
This is a senior executive mandate created for a fintech leader with deep expertise across treasury controls, digital asset operations, custody systems, liquidity management, settlement governance, and institutional financial infrastructure. The successful candidate will be responsible for building trusted blockchain-enabled financial systems capable of supporting high-value institutional transactions with regulatory precision and operational resilience.

Key Responsibilities
- Lead treasury-linked blockchain settlement systems across institutional payments, liquidity management, and digital asset transaction operations
- Design governance frameworks for custody controls, wallet authorization, transaction approvals, reconciliation systems, and treasury auditability
- Build secure institutional workflows for digital asset lifecycle management, financial transparency, and settlement integrity
- Oversee stablecoin settlement infrastructure, enterprise treasury controls, and institutional custody operations
- Collaborate with regulators, compliance teams, legal divisions, and finance leadership to ensure full governance alignment
- Improve settlement speed, liquidity optimization, reconciliation accuracy, and operational resilience across distributed ledger financial systems
- Establish executive dashboards for treasury performance, operational risk, and institutional transaction integrity reporting
- Manage strategic relationships with blockchain infrastructure providers, treasury platforms, and financial ecosystem partners
- Lead enterprise transformation across treasury, operations, finance, compliance, and executive governance functions
- Strengthen enterprise control environments across institutional digital finance operations
Required Qualifications
- Bachelor’s degree in Finance, Accounting, Financial Technology, Economics, Blockchain Systems, or Computer Science
- 10+ years of senior leadership experience in treasury operations, blockchain finance, institutional settlements, or enterprise fintech infrastructure
- Strong expertise in blockchain treasury architecture, custody operations, and institutional digital asset controls
- Deep understanding of liquidity management, reconciliation frameworks, and treasury operational governance
- Strong knowledge of financial compliance, institutional controls, and regulated enterprise finance environments
- Proven executive leadership within large-scale financial transformation programs
- Excellent executive reporting and stakeholder management capabilities
- Strong strategic and operational decision-making skills
