Position Summary:
As Kuwait progresses toward a digitally empowered public sector under the “Kuwait Vision 2035”, the need for digitally transformative financial strategies within government institutions has never been more urgent. A newly created remote executive strategist role is now available to oversee the conception, design, and implementation of public fintech frameworks — particularly in payments, subsidies, taxation, welfare disbursement, and procurement.
You will play a lead role in digitizing legacy systems, introducing real-time treasury infrastructure, embedding intelligent decision tools into civic finance, and ensuring cybersecure, auditable, and interoperable digital platforms for Kuwait’s ministries, regulators, and fiscal authorities.
Core Responsibilities:

Lead the end-to-end strategy for embedding fintech platforms within Kuwait’s Ministry of Finance, social protection, and revenue institutions.

Design open-loop digital subsidy systems using programmable money frameworks (e.g., wallet-linked food stamps, smart fuel disbursement).

Architect civic digital wallets for government salaries, student stipends, and conditional cash transfer programs.

Build automated audit trail systems using distributed ledgers to combat inefficiencies in public procurement and financial misreporting.

Implement digital tax collection modules using AI-driven income estimation, fraud detection, and personalized taxpayer interfaces.

Guide central banks and fiscal policymakers in the design of digital national identity-finance linkages.

Oversee integration of GCC cross-border public payment protocols and regional interoperability standards.
Requirements:

12+ years in public sector digital finance transformation, fintech policy, or large-scale government modernization.

Knowledge of Kuwait’s fiscal landscape, public service architecture, and policy planning bodies.

Proven capability designing smart treasury tools, real-time budget analytics, or payment digitization systems.

Master’s or PhD in Public Policy, Digital Finance, Smart Governance, or Financial Infrastructure Planning.
