Role Purpose & Strategic Context
This role exists at the convergence of cross-border payment infrastructure, multi-currency settlement architecture, and institutional-grade financial interoperability. The appointed executive will be responsible for conceptualising, designing, and governing complex settlement ecosystems that operate across jurisdictions, regulatory environments, and financial rails.
The mandate is not transactional. It is structural and systemic, requiring a professional who understands how capital moves across borders at scale, how liquidity is orchestrated, and how settlement finality is engineered in distributed financial environments.
Core Strategic Accountabilities

Architect cross-border settlement frameworks supporting high-velocity, multi-currency financial flows.

Design interoperable systems connecting domestic payment rails, international clearing networks, and alternative financial infrastructures.

Establish governance models for settlement risk, liquidity buffering, and reconciliation logic.

Define standards for transaction finality, dispute resolution, and exception handling across jurisdictions.

Lead the creation of infrastructure documentation suitable for regulatory, institutional, and investor review.

Oversee integration strategies between legacy financial systems and modern API-driven infrastructures.

Advise on scalability, redundancy, and systemic resilience in volatile market conditions.
Technical & Domain Mastery

Deep expertise in payment clearing, settlement cycles, and reconciliation architectures.

Strong command of real-time processing systems, distributed ledgers, and event-driven financial platforms.

Advanced understanding of liquidity management, treasury systems, and capital flow mechanics.

Proficiency in cloud-native infrastructure, fault-tolerant system design, and secure data transmission.

Familiarity with international financial messaging standards and settlement protocols.

14+ years in financial infrastructure, payments, or capital markets systems.

Compensation Architecture (Oman-Benchmarked)

Base Annual Compensation: USD 160,000 – 205,000
