Role Overview

This executive role leads Kuwait’s next-phase digital asset modernization by engineering institutional-grade tokenization systems, lifecycle governance frameworks, digitally native custody models, and intelligent smart-settlement infrastructures. The mandate requires designing a resilient, secure, programmable financial architecture that supports high-value institutional assets, multi-market settlement flows, and regulated digital asset operations.

The leader will coordinate strategy across digital asset engineering, computational finance, cryptographic security, regulatory alignment, and multi-market interoperability.

Key Responsibilities

Tokenization & Digital Asset Market Infrastructure

• Architect tokenization protocols supporting issuance, transfer, collateralization, redemption, and cross-ledger lifecycle management.

• Develop institutional execution frameworks with deterministic settlement finality, automated collateral handling, and programmable asset behavior.

Custody, Security & Digital Asset Assurance

• Implement institutional custody architecture leveraging multi-key structures, hardware-backed security modules, and distributed trust mechanisms.

• Oversee multi-layer cybersecurity hardening, secure enclave strategies, and breach-resilience modeling.

Smart Settlement & Programmable Finance Systems

• Engineer automated settlement workflows integrating conditional logic, multi-asset clearing, and algorithmic liquidity rebalancing.

• Build verification systems ensuring auditability, transparency, and regulator-aligned traceability.

Governance, Compliance & International Coordination

• Translate digital asset regulations into actionable, secure, scalable technical frameworks.

• Provide executive guidance to digital asset governance committees and cross-border digital market working groups.

Qualifications

• Master’s or PhD in Digital Asset Engineering, Cybersecurity, Distributed Systems, or Computational Finance.

• 12+ years in fintech architecture, tokenization strategy, digital custody systems, or institutional blockchain engineering.

• High-level understanding of digital asset regulatory environments and institutional market operations.
