Position Overview
The Executive Director of Quantum Financial Systems & Intelligent Banking Infrastructure will lead the architectural design and strategic deployment of next-generation fintech ecosystems for the Kingdom of Saudi Arabia. This role merges quantum-inspired computation, AI-based decision systems, and cross-border digital liquidity architectures to establish the foundational operating logic of intelligent banking infrastructure.
As Saudi Arabia advances its digital transformation under the Vision 2030 framework, the successful candidate will design financial systems capable of real-time reasoning, adaptive regulation, and transnational interoperability across blockchain, payment, and asset management ecosystems.
Core Responsibilities

Architectural Strategy: Design and scale distributed, cloud-native financial infrastructure integrating digital asset interoperability and quantum-resilient encryption.

Algorithmic Banking Frameworks: Develop AI-governed core banking logic capable of self-optimizing under stochastic economic conditions.

Cross-System Integration: Enable interoperability between national digital payment networks, open banking APIs, and regional liquidity pools.

Data Intelligence Systems: Deploy reinforcement learning models for credit optimization, fraud analytics, and predictive liquidity allocation.

Quantum Financial Computing: Explore quantum-safe cryptographic models and hybrid classical-quantum finance simulations.
Qualifications

Ph.D. or Master’s in Financial Engineering, Quantum Computing, or Computational Economics.

12+ years in fintech systems architecture, intelligent banking design, or AI-led financial infrastructure.

Deep expertise in blockchain orchestration, quantum-safe cryptography, and regulatory technology frameworks.

Strategic fluency in GCC digital finance regulations and emerging CBDC interoperability standards.
