Role Overview
Qatar is accelerating its journey towards a digitally empowered financial sector, with a sharp emphasis on regulatory innovation, international alignment, and long-term resilience. As the Executive Director of Fintech Policy & Regulatory Innovation, you will orchestrate Qatar’s strategic frameworks for open finance, digital payments governance, and cross-jurisdictional regulatory sandboxes. This role combines policymaking with advanced financial technology expertise, shaping Doha’s position as a rule-shaper rather than rule-taker in global fintech governance.
Key Responsibilities

Lead the design of progressive fintech regulatory regimes, ensuring compliance with Basel IV, FATF guidelines, and digital asset frameworks.

Architect real-time regulatory sandboxes enabling global fintech startups to pilot solutions under controlled oversight.

Define policies governing tokenized securities issuance, digital wealth platforms, and decentralized finance participation.

Coordinate with global standard-setting bodies (IOSCO, BIS, IMF) to embed Qatar’s regulatory influence internationally.

Drive adoption of AI-driven supervisory technologies (SupTech) to enable predictive regulatory analytics.

Advise on structuring green fintech policies, ensuring alignment between sustainable finance initiatives and digital transformation.
Qualifications

12+ years in financial regulation, digital policy, or fintech governance.

Advanced expertise in cross-border financial regulation, regtech platforms, and central bank digital frameworks.

Strong academic foundation in law, economics, and financial technologies.

Experience liaising with multilateral financial organizations and regional regulatory coalitions.
