This appointment sits at the apex of digital financial platform leadership, entrusted with the sovereign-level design, control, and evolution of national fintech market infrastructure. The Executive Director of Fintech Platform Sovereignty & Digital Market Infrastructure is responsible for shaping large-scale financial platforms that underpin payment systems, open-finance ecosystems, and next-generation digital financial services.
The role demands mastery over platform governance, interoperability architecture, and long-horizon digital infrastructure planning, ensuring that fintech systems remain resilient, globally competitive, and structurally independent while seamlessly integrating with international financial networks.
Primary Strategic Mandate

Define and govern the architectural blueprint for national-scale fintech platforms, including open banking interfaces, payment orchestration layers, and data-exchange frameworks.

Oversee the consolidation and modernization of legacy financial systems into modular, API-driven digital infrastructures.

Establish platform sovereignty principles covering data control, infrastructure resilience, vendor neutrality, and long-term scalability.

Lead cross-disciplinary teams across engineering, cybersecurity, data architecture, and regulatory operations.

Engage at senior levels with regulators, financial institutions, and international technology partners to align platform evolution with market strategy.

Set executive governance standards for uptime, transactional integrity, and platform observability.
Executive & Technical Profile

16+ years of experience in fintech platform leadership, large-scale financial systems, or digital market infrastructure.

Deep expertise in platform architecture, distributed systems, and financial interoperability frameworks.

Strong command of regulatory technology, infrastructure risk management, and enterprise governance models.

Demonstrated experience leading multi-year, multi-stakeholder digital transformation programs.

Advanced academic qualifications in technology, finance, or systems engineering strongly preferred.
Salary & Executive Compensation Structure (Kuwait)

Base Salary: KWD 14,000 – 18,000 per month

Annual Executive Incentive: 25% – 40% of annual base
