Role Overview
Qatar’s national fintech strategy seeks to establish secure and transparent digital financial ecosystems. This role calls for a globally oriented leader to shape the strategic architecture of digital asset governance, combining deep regulatory expertise, blockchain technology mastery, and scalable fintech infrastructure design. The Executive Director will develop the frameworks that govern the issuance, custody, and exchange of digital assets within compliant, data-resilient ecosystems.
Core Responsibilities

Architect the end-to-end digital asset lifecycle framework, spanning issuance, settlement, storage, and cross-border interoperability using DLT (Distributed Ledger Technology).

Develop automated regulatory oversight systems integrating AI-driven risk analytics, cryptographic validation, and transaction forensics.

Collaborate with central authorities and financial regulators to define digital asset classification standards, smart contract compliance rules, and real-time audit capabilities.

Guide the integration of tokenization platforms, custody mechanisms, and sovereign-level blockchain infrastructures to enhance financial inclusivity.

Establish quantum-resistant security protocols and digital trust models aligned with Qatar’s cybersecurity and data sovereignty goals.
Professional Expertise

10–15 years’ experience in blockchain strategy, fintech compliance, or digital asset infrastructure leadership.

Comprehensive command of DLT frameworks, tokenization standards, cryptoeconomic models, and data protection laws.

Proven record in building scalable compliance technology platforms with real-time AML/KYC intelligence and cross-border integration.

Deep familiarity with GCC fintech frameworks and the Financial Stability Board’s (FSB) digital asset policy guidelines.
