Role Overview
The Executive Director will architect, govern, and scale Saudi Arabia’s next-generation digital payments and predictive financial network infrastructure. This includes advanced real-time payments rails, multi-layer authorization engines, intelligent orchestration platforms, and AI-driven fraud/interdiction networks. The mandate is to deliver resilient, high-volume, low-latency financial systems capable of supporting nationwide and cross-border financial flows in alignment with the Kingdom’s evolving fintech regulatory ecosystem.
This role demands mastery of real-time clearing systems, digital identity integration frameworks, multi-rail liquidity intelligence, high-availability architecture, and Saudi-specific fintech governance structures.
Core Responsibilities
Next-Generation Payments Infrastructure

Architect RTP systems with sub-millisecond orchestration, predictive routing, and intelligent transaction sequencing.

Develop multi-rail digital settlements supporting tokenized assets, instant transfers, and regulated programmable-payment logic.

Govern resilience frameworks addressing infrastructure redundancy, distributed throughput management, and dynamic load shifting.
AI-Driven Financial Network Intelligence

Deploy ML-based fraud detection models with real-time network telemetry, behavioral profiling, and anomaly heatmapping.

Create predictive liquidity models optimizing multi-bank clearing, throughput scaling, and corridor-level cross-border flows.
Regulatory Integration & Governance

Translate Saudi fintech regulatory directives into architecture, compliance automation, risk-tiering frameworks, and governance protocols.

Lead steering committees for payments oversight, infrastructure hardening, transaction transparency, and systemic resilience.
Cross-Border Network Engineering

Design corridor optimization systems across GCC and global markets with real-time FX intelligence and multi-network identity validation.

Establish interoperability mechanisms enabling transparent, secure cross-border transaction movement.
Qualifications

Master’s/PhD in Financial Engineering, Software Architecture, Digital Payments, or related field.

12+ years designing national-scale payments systems, settlement infrastructure, or large enterprise financial networks.

Deep expertise in ISO 20022, fraud intelligence, multi-rail routing, digital identity integration, and GCC regulatory frameworks.
