Strategic Mandate

This role is positioned at the apex of digital payments transformation, requiring a leader capable of conceptualizing, engineering, and operationalizing a next-generation financial infrastructure ecosystem. The Executive Director will act as the principal architect of payment modernization strategies, including real-time settlement systems, cross-border interoperability, and embedded finance frameworks tailored to evolving GCC market demands.

The mandate extends beyond traditional leadership—this is a systemic role influencing how digital money flows across institutional, commercial, and consumer layers.

Core Leadership Accountabilities

1. Payment Infrastructure Modernization

• Design and deploy scalable, API-driven payment rails supporting real-time and near-real-time settlement.

• Oversee architecture for multi-currency transaction processing and cross-border remittance optimization.

• Lead integration of card networks, digital wallets, and alternative payment methods into unified ecosystems.

2. Regulatory & Compliance Engineering

• Interpret and operationalize regulatory frameworks within Kuwait and broader GCC jurisdictions.

• Establish compliance-by-design principles across all payment systems.

• Build audit-ready infrastructures aligned with global financial governance standards.

3. Innovation & Ecosystem Expansion

• Drive adoption of embedded finance, Banking-as-a-Service (BaaS), and platform-based financial distribution.

• Develop strategic alliances across fintech ecosystems, payment processors, and infrastructure providers.

• Identify and implement emerging technologies such as distributed ledger systems for settlement efficiency.

4. Enterprise Governance & Performance

• Define enterprise KPIs for transaction throughput, latency, and system resilience.

• Lead distributed teams across engineering, operations, and product innovation.

• Establish governance frameworks ensuring scalability, redundancy, and fault tolerance.

Candidate Profile

Experience & Domain Depth

• 15+ years in fintech, digital payments, or financial infrastructure leadership.

• Demonstrated experience designing large-scale payment systems or national-level financial platforms.

• Deep understanding of cross-border payments, clearing systems, and liquidity management.

Technical & Strategic Competencies

• Mastery of payment architectures (ISO 20022, SWIFT integrations, real-time payment protocols).

• Strong familiarity with cloud-native financial infrastructure and distributed systems.

• Ability to translate macroeconomic and regulatory trends into actionable fintech strategies.

Leadership Attributes

• Executive presence with board-level communication capability.

• Proven remote leadership across geographically distributed, high-performance teams.

• Decision-making grounded in data, risk modeling, and long-term scalability considerations.
