Strategic Imperative
Qatar is accelerating its transition into a digitally sovereign fintech environment, with ambitions to lead in quantum-resilient open banking across MENA. As the Executive Architect for QROBI, your responsibility is to engineer and remotely oversee a next-generation, quantum-resistant Open Banking ecosystem that will form the foundational trust layer for Qatar’s real-time payments, cross-border remittances, and institutional digital asset workflows.
Primary Objectives

Lead the development of a national-grade Open Banking infrastructure fortified against emerging quantum threats, while maintaining real-time, ISO 20022-compliant interoperability with existing GCC systems.

Design and deploy quantum-resilient cryptographic protocols (e.g., lattice-based encryption, XMSS, or SIDH) across consent management, customer authentication, and secure data flows.

Build federated digital ID rails in coordination with Qatar’s Hukoomi platform, allowing seamless financial access for individuals, SMEs, and fintechs through smart consent layers.

Create modular SDKs and plug-ins for integration into local banking core systems, Islamic digital banks, Takaful providers, and neobank APIs.

Engineer cross-border payment interoperability protocols aligned with GCCNet, Buna (Arab Monetary Fund), and SWIFT gpi, with optional AI-led compliance flagging.

Collaborate with QCB, QFC, and Qatar Cybersecurity Agency to define long-term encryption migration paths from RSA to post-quantum standards.

Champion the adoption of open financial APIs by building an innovation sandbox, including emulated testing environments and national synthetic data generation pipelines.
Ideal Candidate Profile

12+ years of experience in financial architecture, digital ID platforms, and quantum-safe cryptography.

Proven leadership in multi-institutional fintech architecture design, especially within highly regulated banking zones.

Expertise in ISO 20022, OAuth2, FAPI, OIDC, and privacy-preserving data-sharing mechanisms.

Deep familiarity with GCC cross-border digital initiatives and Qatar’s data sovereignty and Islamic fintech policies.

Bonus: Experience with post-quantum encryption tools (NIST finalists), Rust/GoLang API stacks, or modular KYC graph networks.
