Position Summary
The Director of Open Finance Architecture & Regulatory Technology Innovation will lead the conceptual and structural development of Oman’s open-finance ecosystem. This role is designed for an executive who can translate financial regulation into programmable logic, crafting regulatory-intelligent infrastructures that support cross-institutional data interoperability, digital payments inclusion, and ecosystem-wide innovation.
Key Deliverables

Open-Finance System Design: Build a modular API architecture that interconnects banking, fintech, and third-party data ecosystems under robust privacy and authentication protocols.

RegTech Engineering: Develop compliance automation layers capable of converting national and cross-border fintech directives into executable smart-policy algorithms.

Interoperability Strategy: Orchestrate a digital ecosystem where open banking, digital identity, and embedded finance coexist securely and transparently.

Policy Simulation: Use computational modeling to test the macroeconomic impact of fintech regulations before national implementation.

Stakeholder Collaboration: Interface with financial regulators, academia, and technology consortia to foster research-driven fintech governance.
Qualifications

Master’s or Ph.D. in Digital Policy, Financial Systems, or Regulatory Informatics.

10+ years in fintech ecosystem design, regulatory strategy, or digital governance.

Competence in OpenAPI frameworks, OAuth 2.0, RegTech AI systems, and data-sovereignty architectures.

Proven record of integrating financial policy innovation with digital-product design.
