Role Summary

The Director will architect the modernization of Kuwait’s fintech infrastructure through broad-spectrum API economy development, modernization of financial rails, digital identity enablement, and cross-sector interoperability transformation. This mandate supports Kuwait’s ambitions for a digitally unified, globally interoperable, and innovation-ready financial ecosystem.

Primary Responsibilities

Financial Infrastructure Re-Engineering

• Define the modernization roadmap for core banking interfaces, adaptive digital channels, and middleware orchestration.

• Develop standardized, secure open-finance APIs supporting payments, SME financing, digital lending, and financial data portability.

• Construct universal authentication layers using decentralized identity, biometrics, and privacy-preserving verification.

Cross-Sector Digital Economy Enablement

• Design interoperability frameworks connecting banks, payment institutions, fintech innovators, logistics operators, and government e-services.

• Formulate digital rail optimization strategies for retail payments, B2B settlements, and institutional-grade transaction flows.

Technology, Governance & Architecture Excellence

• Establish enterprise engineering standards covering API governance, versioning, sandboxing, cyber-resilience, and data-sovereignty compliance.

• Lead analytical initiatives to assess user adoption, infrastructure resilience, fraud patterns, and market scalability.

Candidate Profile

• 10+ years in digital banking architecture, API ecosystem development, or financial infrastructure modernization.

• Strong fluency in open banking/finance frameworks, identity systems, and multi-domain interoperability design.

• Experience deploying large-scale modernization programs in regulated financial environments.

• Advanced systems-thinking capabilities and proficiency in global API economy standards.
