Position Overview:
Bahrain, with its thriving Fintech Bay ecosystem and progressive regulatory stance, is leading regional efforts to unify GCC-wide fintech regulations and supervisory interoperability. This remote role of Director of Cross-Border Regulatory Intelligence & Fintech Harmonization focuses on designing advanced regulatory technology frameworks that support multi-jurisdictional fintech licensing, data-sharing agreements, and real-time supervisory convergence.
This is a strategic and highly technical role, operating at the intersection of policy, digital law, and RegTech engineering — aimed at enabling passportable fintech operations across Gulf markets, seamless licensing coordination, and synchronized enforcement mechanisms.
Core Responsibilities:

Lead design of a federated regulatory intelligence architecture connecting Central Banks, Capital Market Authorities, and Fintech Hubs across GCC.

Develop blockchain-secured regulatory messaging protocols for inter-authority license recognition, enforcement actions, and real-time disclosures.

Architect unified RegTech APIs allowing fintechs to report simultaneously to multiple GCC regulators from a single data pipe.

Create smart licensing templates for cross-border operations, with dynamic regulatory configurations based on geography, product class, and risk level.

Lead bilateral and multilateral working groups with DIFC, ADGM, SAMA, QCB, CMA Kuwait, and Oman CBO to establish supervisory alignment.

Build an interactive digital sandbox governance layer, with AI-based participant vetting and performance telemetry.

Advise on GDPR/CCPA-equivalent regulatory synchronization for digital ID, consumer privacy, and cross-border data residency compliance.
Candidate Requirements:

12+ years in financial regulatory strategy, RegTech development, or fintech policy engineering.

Strong background in regulatory architecture, multi-jurisdiction compliance systems, and digital governance.

Familiarity with GCC fintech legal frameworks, FATF compliance, open banking law, and RegTech innovation.

Master’s or PhD in Regulatory Affairs, Financial Law, Public Policy, or Legal Informatics.

Experience with ISO 20022, SupTech, and real-time regulatory risk models is a major advantage.
