Strategic Mandate

This role is positioned at the apex of financial technology transformation, requiring the orchestration of next-generation financial infrastructure ecosystems capable of supporting high-frequency, low-latency, and regulation-compliant transactions across the GCC and beyond.

The Chief Financial Technology Infrastructure Strategist will define the architectural backbone of digital finance systems—spanning payment rails, clearing and settlement layers, API gateways, and embedded finance capabilities—ensuring scalability, resilience, and regulatory alignment within the UAE’s rapidly evolving fintech landscape.

Functional Pillars of Responsibility

1. Infrastructure Architecture & Systems Design

• Engineer highly scalable, distributed financial systems leveraging microservices, containerization (Kubernetes), and serverless computing.

• Design real-time payment infrastructures, including ISO 20022-compliant messaging frameworks and instant settlement layers.

• Oversee the development of API-first ecosystems enabling open banking and third-party financial integrations.

2. Financial Data & Transaction Engineering

• Architect data pipelines capable of processing high-volume transactional data with minimal latency.

• Implement advanced reconciliation systems, ensuring accuracy across multi-currency and cross-border financial operations.

• Introduce AI-enhanced transaction monitoring systems to improve anomaly detection and financial intelligence.

3. Regulatory Infrastructure Alignment

• Translate UAE regulatory requirements into system-level controls and compliance mechanisms.

• Embed RegTech solutions into infrastructure layers for automated compliance reporting, AML monitoring, and audit readiness.

• Continuously evaluate regulatory changes and adapt infrastructure accordingly.

4. Cross-Border Financial Systems Optimization

• Design frameworks for seamless integration with international payment networks and correspondent banking systems.

• Optimize liquidity management systems for cross-border transactions.

• Enable interoperability across GCC financial ecosystems.

Candidate Profile

• 15+ years in financial systems engineering, fintech infrastructure, or core banking transformation.

• Expertise in distributed systems, cloud platforms (AWS, Azure, GCP), and financial messaging standards.

• Strong command of payment systems architecture, clearing systems, and settlement mechanisms.

• Deep familiarity with regulatory technology (RegTech) frameworks and compliance automation.

• Demonstrated ability to lead globally distributed engineering and strategy teams.
