SECTION 1: APPOINTMENT AUTHORITY & PURPOSE
This mandate establishes the appointment of a Chief Digital Banking Infrastructure Officer responsible for the design, governance, and operationalization of next-generation digital banking infrastructure systems.
The appointee shall act as the principal authority on financial systems architecture, ensuring the development of scalable, secure, and regulatory-aligned banking platforms.
SECTION 2: SCOPE OF AUTHORITY
The appointed executive shall have full oversight across:
2.1 Core Banking Infrastructure
- Design and modernization of core banking systems
- Migration from legacy architectures to cloud-native, API-driven frameworks
- Integration of modular banking components
2.2 Transaction Processing Systems
- Oversight of payment engines and settlement systems
- Implementation of real-time transaction processing frameworks
- Optimization of throughput and latency performance
2.3 Platform Integration
- Coordination of integrations with fintech platforms, payment providers, and financial institutions
- Governance of API ecosystems and third-party access
2.4 Infrastructure Security & Resilience
- Establishment of cybersecurity frameworks
- Implementation of redundancy, failover, and disaster recovery systems
- Continuous monitoring of infrastructure health
SECTION 3: DUTIES & OBLIGATIONS
The appointee shall:
- Develop a multi-year infrastructure transformation roadmap
- Ensure compliance with all applicable financial regulations
- Lead cross-functional teams spanning engineering, operations, and compliance
- Provide periodic reporting to strategic oversight bodies

- Strong knowledge of financial regulatory environments in GCC markets
