Position Summary
The Chief Digital Assets Strategy & Regulatory Transformation Officer will guide Qatar’s strategic positioning in the digital asset economy by developing world-class frameworks for tokenization, decentralized finance, and blockchain governance. The role blends policy innovation, financial infrastructure expertise, and technological regulation to design a globally compliant digital asset ecosystem.
Responsibilities

Lead the creation of national-level digital asset governance frameworks aligned with international regulatory conventions.

Design and operationalize digital asset market infrastructures, including custody systems, smart contract protocols, and tokenized asset models.

Drive strategic research and policy engagement with global regulatory institutions (IOSCO, IMF, BIS Innovation Hub).

Oversee compliance automation systems using advanced RegTech and AI analytics to ensure institutional transparency.

Develop strategies for digital asset cross-border adoption, enabling integration into global fintech capital markets.
Qualifications

Minimum 12–15 years in fintech governance, blockchain strategy, or financial regulatory transformation.

Demonstrated experience in digital asset policy, blockchain security, and decentralized market design.

Postgraduate qualification in Financial Engineering, Law & Technology, or Economics of Digital Markets.

Deep understanding of AML/CFT compliance, tokenized securities frameworks, and data protection regulations.
