Role Rationale
This role is conceived for a senior financial systems thinker responsible for designing and governing cross-border market infrastructure that enables capital, liquidity, and transactional value to move efficiently across jurisdictions without compromising regulatory control or systemic integrity.
The mandate is not operational execution but infrastructure authorship—defining how financial markets are structured, interconnected, and governed at a foundational level, with specific sensitivity to Saudi Arabia’s expanding role in global financial connectivity.
Key Strategic Accountabilities

Design conceptual and technical blueprints for cross-border financial market infrastructure

Define interoperability models between domestic financial systems and international market platforms

Establish governance frameworks for settlement, clearing, reconciliation, and market data integrity

Architect control mechanisms addressing systemic risk, operational continuity, and regulatory divergence

Evaluate emerging financial infrastructure paradigms and their applicability to regional market evolution

Produce authoritative design documentation suitable for regulators, policymakers, and institutional stakeholders
Required Professional Depth

15+ years in financial market infrastructure, capital markets technology, or systemic financial architecture

Deep understanding of clearing, settlement, custody, and post-trade environments

Strong regulatory literacy across GCC and international financial systems

Exceptional capacity for long-form analytical writing and infrastructure modeling

Proven ability to operate autonomously at executive-design level in a remote environment
