Role Overview
The Chief Digital Finance Transformation Officer will lead the strategic reinvention of digital finance infrastructure across Qatar’s emerging fintech landscape. This position is dedicated to orchestrating the seamless fusion of technology, regulatory innovation, and financial inclusivity—crafting the digital foundations for next-generation banking, payments, and wealth ecosystems.
At the heart of this role lies the ambition to architect multi-channel, data-driven, and hyper-scalable financial systems, designed for both domestic maturity and cross-border operability under international fintech standards.
Core Responsibilities

Develop and implement a nationwide digital finance transformation roadmap, incorporating open finance, decentralized payment architecture, and AI governance.

Oversee digital payments modernization, aligning interoperable infrastructure with ISO 20022 and emerging CBDC frameworks.

Drive AI-augmented financial ecosystems, embedding machine learning, advanced analytics, and behavioral intelligence in service delivery models.

Lead a comprehensive fintech innovation framework, integrating regtech, insurtech, and wealthtech verticals into a cohesive national innovation narrative.

Formulate digital ecosystem governance standards, ensuring operational transparency, cybersecurity resilience, and compliance traceability.

Advise on policy evolution, fintech sandboxing, and regulatory adaptation, aligning national initiatives with G20 digital finance frameworks.

Spearhead cross-sector collaboration to foster digital inclusion and sustainable financial growth through technology convergence.
Candidate Profile

Master’s or Doctorate in Digital Transformation, Financial Technology, or Strategic Innovation Management.

12+ years in digital finance modernization, fintech strategy, or cross-border digital infrastructure management.

In-depth expertise in AI-driven payments ecosystems, open finance architecture, and financial digitalization policy.

Demonstrated ability to manage complex, multi-market fintech programs within international governance frameworks.
