Head of Quantum Fintech Research & Regulatory Strategy – Manama, Kingdom of Bahrain

Role Context:

This elite role sits at the frontier of quantum-assisted fintech innovation, combining advanced cryptographic research with Central Bank of Bahrain’s sandbox initiatives. Bahrain, a long-established regional leader in financial services regulation and Islamic fintech, seeks a thought leader capable of bridging quantum computation, blockchain security, and post-AI regulatory tooling for stablecoin clearing, cross-border CBDC experiments, and digital regulatory twins.

Responsibilities:

• Lead multi-disciplinary R&D across quantum-proof transaction ledgers, AI-augmented AML compliance systems, and dynamic financial AI modeling.

• Define and publish strategic regulatory frameworks for AI/Quantum convergence in fintech, coordinating directly with Bahrain FinTech Bay, CBB, and GCC FinReg bodies.

• Construct real-time quantum-resilient payment rails aligned with ISO/IEC 23837 and CBB Crypto-Asset Module protocols.

• Oversee integration of modular regtech systems across digital wallets, sandboxed neobanks, and token-based mutual funds.

• Direct proprietary research in Lattice-Based Cryptography and blockchain-enhanced KYC orchestration.

• Facilitate open innovation labs with University of Bahrain and Gulf Cooperation Council Fintech Academic Consortium.

• Serve as Bahrain’s national representative to pan-GCC committees on fintech regulation harmonization and AI ethics.

Candidate Requirements:

• PhD in Quantum Computing, Cryptography, or Regulatory Informatics; CFA or FRM preferred.

• Proven track record in sandboxed regulatory innovation; deep understanding of CBB regulatory architecture and GCC fintech protocols.

• 7+ years in fintech or R&D with applied quantum systems in banking or capital markets.

• Strong command of regional privacy and data localization laws, including GCCIA and FATCA compliance.

• Familiarity with Bahraini fintech ecosystem, Tamkeen programs, and the Cloud First Policy.
