Position Overview
The Head of Digital Banking Infrastructure & Financial Data Engineering will play a pivotal role in orchestrating Kuwait’s next-generation open finance ecosystem. The role centers on engineering a unified, scalable, and API-driven financial infrastructure capable of enabling seamless interoperability across retail banking, digital wallets, and financial marketplaces.
The candidate will design frameworks that support real-time payments, intelligent data flows, and compliant digital identity verification systems—aligning with the Central Bank of Kuwait’s digital transformation objectives and international fintech interoperability standards.
Primary Responsibilities

Architect digital core banking ecosystems integrating microservice-based infrastructures and cloud-native financial APIs.

Lead enterprise-level data engineering initiatives to support real-time financial analytics, AI-led credit modeling, and digital identity frameworks.

Establish open banking APIs and data-sharing architectures aligned with global PSD2, ISO 20022, and open finance directives.

Govern the integration of decentralized finance mechanisms (stablecoin liquidity, tokenized deposits) within compliant financial rails.

Collaborate with regulators, payment gateways, and cross-border digital banks to ensure systemic security and market stability.
Qualifications & Expertise

Minimum 10 years of experience in fintech systems architecture, digital banking infrastructure, or enterprise-grade API ecosystems.

Advanced proficiency in distributed computing, data engineering, and open API frameworks for financial services.

In-depth understanding of GCC financial regulations, AML/CFT frameworks, and data protection compliance models.

Strong background in integrating blockchain, AI, and analytics within regulated financial architectures.
Preferred Education

MSc or PhD in Financial Systems Engineering, Computer Science, or Data Infrastructure Management.

Certifications in Cloud Architecture, Blockchain, or Open Banking Standards (e.g., AWS, TOGAF, or Corda Certified).
